New DVSA Rule: How to Amend Driving Test Booking Locations Under the 3 Closest Test Centres Rule

Learner drivers now have far fewer options when trying to move or amend driving test booking details for a practical driving test.

From 9 June 2026, the DVSA changed the rules for moving a car driving test. Instead of being able to move your test to any test centre in the country, you can now only move it to one of the three nearest test centres to where your test is currently booked.

You can also keep the test at the same centre, or move it back to the original test centre linked to your current booking.

This is a major change for learners who were previously booking tests anywhere they could find one, then trying to move the booking closer to home later.

Why has DVSA changed the rules?

The change has been brought in to stop people and services from booking tests speculatively in areas they never intended to use.

For a long time, many learners were told to book any test they could find, even if it was hundreds of miles away, then use a cancellation checker to try and move it later. That approach is now much less useful.

The new rule means that if you book a test in the wrong place, you may be trapped within that local area when trying to move it.

For example, if you book a test at a centre far away from home, you will only be able to move it to that centre’s three nearest alternatives, not back to your own area unless your original booking rules allow it.

Cancellation checkers are probably a waste of money now

Because DVSA has tightened the rules, paid cancellation checkers are unlikely to be worth the money for most learners trying to move or amend driving test booking details.

The main problem is simple: even if a cancellation checker finds an earlier test, you may not be allowed to move to that test centre unless it is one of the three nearest centres to your current booking.

DVSA has also made it clear that unofficial services which scan the driving test booking system for appointments are not allowed. This includes cancellation finder websites and apps.

So before paying for any cancellation checker, ask yourself:

  • Can it actually move my test under the new rules?
  • Is it only checking centres I am legally allowed to move to?
  • Am I risking my booking or online access by using an unofficial service?
  • Would I be better off checking GOV.UK myself?

For most learners, the safest option is now to book the correct test centre from the start and amend driving test booking details directly through GOV.UK.

You only get two changes

Another important change is that learners can now only make two changes to a car driving test booking.

Changing the date, time, test centre, or swapping with another learner counts as a change. If you use both changes and still need to move your test, you may have to cancel and rebook.

This makes it even more important to book carefully. The days of endlessly moving a test around are over.

Which test centres can you move to?

Below are the three nearest test centres currently listed by DVSA for Bala, Bangor, Barnsley, Chester, Rhyl, Telford and Wrexham.

If your driving test is booked at Bala, you can move it to:

Test centre you can move to Approximate distance
Wrexham 30 miles
Oswestry 32 miles
Rhyl 36 miles

This is especially important for rural learners. Although other Welsh centres may feel familiar, you are limited to the three nearest options listed by DVSA.

If your driving test is booked at Bangor, you can move it to:

Test centre you can move to Approximate distance
Pwllheli 31 miles
Rhyl 32 miles
Bala 42 miles

Bangor learners will not be able to jump freely to Wrexham, Chester or other areas unless the booking system specifically allows it.

If your driving test is booked at Barnsley, you can move it to:

Test centre you can move to Approximate distance
Rotherham 12 miles
Wakefield 12 miles
Sheffield (Middlewood Road) 15 miles

Barnsley learners can still look at nearby South Yorkshire and West Yorkshire centres, but they cannot use the booking as a doorway to move anywhere in the country.

If your driving test is booked at Chester, you can move it to:

Test centre you can move to Approximate distance
Wrexham 14 miles
Northwich 19 miles
Upton 20 miles

For Chester learners, Wrexham is one of the closest options, but centres further afield will no longer be freely available when moving a test.

If your driving test is booked at Rhyl, you can move it to:

Test centre you can move to Approximate distance
Bangor 32 miles
Chester 37 miles
Wrexham 40 miles

Rhyl learners still have some useful options across North Wales and Chester, but only these listed nearby centres are available under the new movement rules.

If your driving test is booked at Telford, you can move it to:

Test centre you can move to Approximate distance
Shrewsbury 15 miles
Stafford 19 miles
Featherstone 20 miles

Telford learners should be careful not to book somewhere else thinking they can easily move back later. The new system is based around the test centre where the booking currently sits.

If your driving test is booked at Wrexham, you can move it to:

Test centre you can move to Approximate distance
Chester 15 miles
Oswestry 17 miles
Upton 29 miles

This means Wrexham learners cannot simply move to any test centre in North Wales, Merseyside, Shropshire or the Midlands. The booking system should only show the allowed nearby options.

What this means for learner drivers

The message is clear: only book a driving test at a centre you are genuinely willing and able to use.

Under the new rules:

  • you cannot freely move your test around the country
  • you only get two changes
  • unofficial cancellation checkers are not allowed to scan the booking system
  • a cheap or early test far away may leave you stuck in the wrong area
  • the best option is to book through GOV.UK and choose your test centre carefully

Our advice

If you are learning to drive, speak to your instructor before booking. Make sure you choose a test centre that suits your lessons, your experience and your local driving knowledge.

Do not rely on cancellation checkers to rescue a bad booking. The rules have changed, and paying for a checker now is probably a waste of money for most learners.

Use book a driving test at GOV.UK, book sensibly, and only make changes when you really need to.
